NAPEO’s Strategic Plan

NAPEO’s 2025 strategic planning process defined clear areas of strategic focus (pillars) that address industry, member and market needs. It holds NAPEO accountable to deliver actionable, meaningful results that deepen member value and strengthen the industry. The plan will serve as a roadmap for us for the next three years and beyond.

Strategic Plan Pillars

Pillar One

Define and Drive Compelling Industry Narrative

As the voice of professional employer organizations, NAPEO will elevate and articulate our industry’s impact to key stakeholders. We will marshal the data and case examples needed to tell that story, and ensure member access to comprehensive, pro-industry messaging so PEOs can speak with a powerful, unified voice.

Pillar Two

Secure a Favorable Policy Environment for PEO Success

NAPEO will unite our industry to shape a favorable public policy environment at the federal and state level. Strengthening policymakers’ understanding of our industry must be a primary, ongoing focus. PEOs also enjoy valuable relationships with organizations across the business spectrum, and NAPEO aims to nurture these cross-industry partnerships and activate them to promote shared policy priorities.

Pillar Three

Elevate NAPEO as the Definitive Industry Resource and Convener

PEOs and PEO professionals face a distinct set of issues, challenges and opportunities. NAPEO is uniquely positioned to develop insights, foster collective understanding and drive action on issues of strategic importance to our industry. As the industry’s top convener, NAPEO can bring PEOs together to cultivate industry leaders, advance the careers of PEO professionals and provide resources to help grow our members’ businesses.

Pillar Four

Strengthen Organizational Stability to Deepen Member Value

PEOs and their clients face an era of accelerating change. NAPEO is committed to being agile, continuously evolving, evaluating and improving our approach to better serve changing member needs and shape the industry agenda. This means broadening industry representation and embracing emerging voices and future industry leaders. It also means strengthening NAPEO’s financial standing with a commitment to robust membership growth and diversified sources of revenue to support industry priorities.
