NAPEO Attends Fundraiser for Rep. Brad Schneider (D-IL)
NAPEO President & CEO Casey Clark attended a fundraiser in Utah for Rep. Brad Schneider and connected with other members of Congress, including Reps. Nikki Budzinski, Josh Gottheimer, Susie Lee, Jimmy Panetta and Brittany Pettersen.
NAPEO Hosts Fundraiser for Rep. Nathaniel Moran (R-TX)
NAPEO hosted a fundraiser in Washington for Rep. Nathaniel Moran, raising more than $15,000 and bringing members together to highlight the critical role PEOs play in supporting small and medium-sized businesses.
HOW NAPEO PAC DONATIONS ADVANCE OUR FEDERAL PRIORITIES
Contributions to NAPEO PAC support our federal advocacy efforts by strengthening relationships with key policymakers and helping move our policy priorities forward to achieve positive results for the PEO industry.
NAPEO’s 2026 federal government affairs priorities include:
- H.R. 3223 – Payroll Tax Liability: Work to pass H.R. 3223, legislation clarifying that liability for payroll tax credits belongs to the entity that benefits from the claim.
- IRS Modernization: Lobby Congress to ensure the IRS updates antiquated technologies and processes, such as fax machines and paper forms.
- Publication of PEO Customer Lists on Department of Labor Website (Form 5500): Continue to engage DOL and EBSA on Form 5500. Pursue opportunities with the department and oversight settings in Congress to elevate our concerns and priorities.
- H.R. 1 (One Big Beautiful Bill) Implementation: As agencies implement H.R. 1, continue to engage in rule making and guidance development to pursue outcomes that align with member interests.
- Payroll Tax Credits: Engage in and monitor issues related to payroll tax credits and other employer benefits to ensure PEOs are appropriately considered and that PEO clients remain eligible for all tax credits and benefits generally available to employers absent the PEO relationship.
- MEWA Clarification: Begin raising awareness among industry stakeholders and policymakers regarding a potential ERISA legislative or regulatory change that would clarify that fully insured PEO health benefit plans are not considered multiple employer welfare arrangements (MEWAs).
Donation Guidelines & PAC Participation
All contributions must be made with personal funds and are limited to $5,000 per calendar year. You may not use a corporate credit card and may not be reimbursed for any contributions.
NOTE: Only individuals from companies that have signed the PAC solicitation form are eligible to donate online. If you do not see the option to donate online, you have not submitted your form.
Participation in NAPEO PAC is completely voluntary and you may refuse to contribute without reprisal. Members are free to contribute at any desired level (within campaign finance laws) or may decide not to contribute at all. Contributions must come from a personal account; corporate contributions are not allowed. You must be a citizen of the United States (or I have been lawfully admitted for permanent U.S. residence under applicable federal law) to contribute. Federal and state laws require political action committees to use their best efforts to collect and report the name, address, occupation and name of the employer for each individual whose contributions aggregate in excess of $200 in a calendar year.
