Alexandria, Virginia, October 23, 2025 —The National Association of Professional Employer Organizations (NAPEO) has elected a new slate of officers to its Board of Directors. Bill Maness, chief executive officer of Wichita, Kansas-based Syndeo Outsourcing, was elected chair; Steve Scott, president and chief operating officer of Hollywood, Florida-based Engage PEO was elected vice chair; and Brent Tilson, chief industry affairs officer of Chandler, Arizona-based VensureHR, was elected secretary-treasurer.
Maness succeeds David Feinberg, senior vice president of risk and insurance programs for Justworks, based in New York City. As immediate past chair, Feinberg remains a NAPEO board officer.
NAPEO represents the professional employer organization (PEO) industry, which plays a vital role in supporting the backbone of the American economy – small businesses. PEOs provide payroll, benefits, workers’ comp, regulatory compliance assistance and other HR services to more than 230,000 small and mid-size businesses employing more than 4.5 million people.
