Alex Milliken is NAPEO’s director of federal affairs, leading efforts to engage with federal policymakers, outside groups, coalitions and partner associations on issues crucial to the PEO industry. In this role, Alex advocates for NAPEO’s federal policy agenda, building strong relationships with key government stakeholders and advancing initiatives that support the interests of PEOs and their clients.

Before joining NAPEO, Alex held several key positions in both the public and private sectors. Alex came to NAPEO from the National Taxpayers Union, a leading Washington think tank, where he focused on fiscal policy and advocacy efforts. He previously served as deputy director of federal affairs for Governor Larry Hogan of Maryland, where he advised the governor on a range of policy matters at the federal level. Additionally, Alex played a critical role as a policy advisor to Governor Hogan’s Deputy Chief of Staff for Health and Human Services issues during the COVID-19 pandemic, helping to navigate the complex health and economic challenges posed by the crisis. Alex started in Washington DC working for Senator John McCain as a legislative correspondent.

Alex’s political career began in Arizona working with political campaigns and fundraising, working for notable figures such as Senator John McCain of Arizona, Governor Doug Ducey of Arizona, Senator Roger Wicker of Mississippi and Governor Mike Huckabee of Arkansas. This foundation in grassroots and strategic political efforts has shaped his expertise in policy development, government relations and advocacy. With a strong understanding of federal policy landscapes, Alex brings a wealth of experience to his work at NAPEO, where he continues to support and drive impactful policy change for the PEO industry.
